I have the honour to submit for your favourable consideration the accompanying testimonial from Sir Dyce Duckworth L.L.D., M.D., F.R.C.P., Sir William Bennett K.C.V.O., F.R.C.S., Sir Malcolm Morris K.C.V.O., F.R.C.S., Dr. Rose Bradford F.R.C.P., F.R.S., Professor Tanner Hewlett F.R.C.P., Mr. William Turner M.S., F.R.C.S., and Dr. Guthrie Rankin F.R.C.P., members of the Medical Council of the Seamen's Hospital Society relative to the professional work which I have performed during my present leave of absence from Hongkong.

During my last leave in 1903-1904 I spent three months in residence at the Branch Hospital of the Seamen's Hospital Society, to which is attached the London School of Tropical Medicine, and six months in attendance on the clinical practice of the West London Hospital, in order to keep my professional knowledge quite up to date.

I believe that the Government of Hongkong are about to consider in connection with the recent changes in the administration of the sanitary department the question of the severance of the medical officers of health from the medical department of that Colony and their definite and permanent allocation to the sanitary department. If this is so, I would venture most respectfully to point out that my permanent severance
